Against the backdrop of the limited applicability of evaluation approaches in programme planning for development cooperation, Dr Stefan Silverstrini's talk will present a planning approach for ex-ante evaluation. The aim here is to provide programme managers with suitable assessment criteria for a rational selection and design of intervention measures and a steering instrument that can be used in practice during programme implementation. The approach will be illustrated using a practical example from development cooperation.

Brief biography of Stefan Silvestrini:

Dr Stefan Silvestrini is Executive Director and Coordinator of the Development Cooperation division of the Center for Evaluation (CEval) at Saarland University. His research focuses on empirical methods and evaluation theory. His many publications have made a significant contribution to evaluation research; in 2011, he was awarded the Young Talent Award by DeGEval – Evaluation Society for his doctoral thesis on ex-ante evaluation.
